राष्ट्रीय स्वराज परिषद्, राजनीतिक लोकतंत्र, सामाजिक न्याय एवं आर्थिक समानता हासिल करने के संवैधानिक लक्ष्य को इसके वास्तविक स्वरूप में प्राप्त करने के लिए प्रतिबद्ध संस्था है।
राष्ट्रीय स्वराज परिषद् का उद्देश्य, आजादी आंदोलन के महानायकों एवं उनके बलिदान को मन-मस्तिष्क में अक्षुण्ण बनाए रखना, उनके पवित्र विचारों का प्रचार-प्रसार करना, एवं इनपर अध्ययन व अनुसंधान का प्रोत्साहन करना है।
राष्ट्रीय स्वराज परिषद्, लोकमान्य बाल गंगाधर तिलक के इस विचार से प्रेरणा प्राप्त करता है: "स्वराज क्या है? एक व्यक्ति कहेगा कि जवाब आसान है कि स्वराज हमारा अपना शासन है। किन्तु आपका अपने शासन से क्या आशय है? जब संप्रभुता और समान धर्म या समुदाय से जुड़े विषय और सरकार लोगों के कल्याण के लिए हमेशा प्रयास करते हैं तो लोग इसे स्वराज मान सकते हैं। किन्तु यदि स्वदेशी सरकार लोगों की जरूरतों के प्रति दमनकारी या अनभिज्ञ हो जाता है तो लोग ऐसे शासन का तिरस्कार करने लगते हैं।" (लेख - स्वराज्य और सुराज्य)
